This was administered under the Resource Conservation and Recovery Act (RCRA) of 1976 and implemented strict regulations for Florida waste management, such as Florida’s Community Planning Act (Chapter 163, Part II, Florida Statutes).
The planning act requires each local government in Florida to prepare and adopt a Comprehensive Plan including “a general sanitary sewer, solid waste, drainage, potable water, and natural groundwater aquifer recharge element (Section 163.3177(6)(c), F.S.).
